cheesy moments keep “Pirate Radio” from being a real buccaneer, especially repeated scenes of “everyday” listeners ashore who hang on every word, their mundane lives rocked by each broadcast, and the fist-shaking dad-like minister who wants desperately to ruin everyone’s party.
